Wifi Hotspot ?
Okay this is a bit tricky for a semi noob but here it is. I have very slow internet and I want to remote play my ps4 but its just too slow and it lags....badly. I want to connect my ps4 to my pc wired or wireless without internet acess and connect my phone to my pc without internet access so my phone and ps4 can be on the same network without the internet access or other people to slow down the remote play connection. How can I do this?

If you really do not want Internet access, then your best option is probably to buy a fairly basic wireless router. This will allow you to connect devices either by Ethernet or WiFi depending upon the particular interfaces that the different devices have available.
If you are not using the Internet, then the port on the router that normally provides the connection to the Internet is not used.
However, I am very confused by the part of your question that says "my phone and ps4 can be on the same network without the internet access or other people to slow down the remote play connection". "Remote play connection" suggests you want an Internet connection, while you also say "without the internet access". So which is it? By remote play, you could be simply meaning playing from a different device within your home.
Ultimately, I suspect that your real problem is the slow Internet connection, and you need to solve that problem by talking to your ISP about what options are available.
Curious....you mention 3 times in your post " without internet access ".....how do you expect to be able to do anything at all...without internet access??.....Not sure what type of internet connection you may have and how fast is your internet connection, but if you have a low end internet speed package then you have to get a better speed package...if you have a good internet speed package , but your only getting low speed , then you need to talk to your Internet Service Provider...
As for splitting the bandwidth....most internet wifi / routers have what they call...QOS (quality of service) in that option you can limit the bandwidth of all the users who are using that router to access the internet...
What the heck guys? Just make a wifi access point on your laptop. Easy.
Windows:
Open command prompt as administrator.
netsh wlan set hosted network mode=allow ssid=LaptopNetwork(or whatever you want) key=Password
netsh wlan start hostednetwork
Mac/Linux:
Look it up. Google.
After making the access point, no phone required. Direct wireless connection from ps4 to laptop.
Remote play doesn't use Internet...
Use a Wired connection for your PS4 ... 1gb... preferable...
Use a AC 5ghz connection for your phone...
That is the fastest you can get... no need to disable Internet on Phone or PS4... as long as your not connected to other servers on those devices.
