It really depends on what you want to do with it. I really like www.ucoz.com. It has a lot of great features if you use it for free, seemingly even better if you want to pay for it. Wix isn't bad but it's a bit slow from what I've found and Weebly isn't bad but you can't customize much (both of those are WYSIWYG). I was using Wix previously for my Art/Photography portfolio but I will be transitioning over to uCoz when I have time because I like it more.
Why re-invent the wheel..
Just grab a copy of the free "Coppermine" gallery program and drop that onto your web server.
All the hard work is done but you can still customise it as much as you like. It's also native php code so waaay faster and more responsive than stuff written on site builders like Wordpress.

Considering that i know only beginner HTML and such, i prefer WYSIWYG Website Builder 8-10. It's very, very easy to use and can produce insanely complex websites or very simple websites. It's whatever you want, with no knowledge of HTML.

To answer a question with a question. What type of website are you trying to build? Simple pages? (then html) A blog style? (wordpress is a good start) Something like facebook? ( Ruby on rails? )
So for your question go with Wordpress, watch some videos on it, and then just get started.
